General Purpose/Description:

The CEP Paramedic is a non-sworn, non-fire suppression position responsible for delivering ALS-level patient care, medical transportation, and emergency medical response in compliance with Arizona Department of Health Services (AZDHS) regulations and Authority protocols.

Supervision:

This class has no supervisory responsibilities.

Essential Functions:

  • Responds to emergency medical incidents and provides ALS patient care and transportation.
  • Performs patient assessments, physical exams, and communicates findings to hospital staff and physicians.
  • Operates medical equipment, including cardiac monitors, intravenous (IV) solutions, and defibrillators.
  • Administers medications, performs advanced airway management, cardiopulmonary resuscitation (CPR), and trauma interventions.
  • Documents patient care and transport details using electronic patient care reporting (ePCR) software.
  • Ensures compliance with Arizona laws, AZDHS rules, regional protocols, and medical director directives.
  • Drives and operates emergency medical apparatus safely, adhering to Authority protocols and road safety laws.
  • Maintains medical equipment and ensures proper inventory control of supplies, drugs, and materials.
  • Protects the security and confidentiality of protected health information (PHI) in compliance with HIPAA regulations.
  • Participates in community outreach, EMS education, and public awareness programs.
  • Assists with training and mentoring new personnel.
  • Supports firefighting crews in rehabilitation and medical assistance at fireground scenes.
Qualifications

Minimum Qualifications:

  • High school diploma or equivalent.
  • Current Arizona State Emergency Medical Care Technician-Paramedic (EMCT-P) certification.

Knowledge, Skills, and Abilities:

  • Knowledge of ALS medical procedures, patient assessment, and emergency response protocols.
  • Knowledge of pharmacology, drug administration, and trauma management.
  • Knowledge of HIPAA regulations and medical privacy standards.
  • Skill in operating medical devices, electronic reporting systems, and emergency communication tools.
  • Skill in patient triage, airway management, and rapid treatment decisions.
  • Ability to function effectively under pressure and in life-threatening situations.
  • Ability to communicate clearly with patients, hospital personnel, and emergency teams.
  • Ability to safely operate ambulances and emergency medical vehicles.

Preferred Qualifications:

  • Coursework in Fire Science, EMS, or Public Administration.

Special Requirements:

  • Must be eighteen (18) years or older at the time of hire.
  • Must possess and maintain a valid Arizona driver’s license.
  • Must meet Authority insurability requirements.
  • Must complete an approved Position Task Book within one (1) year of hire.
