Battalion Chief

 

NATURE OF JOB:

This is a skilled, technical and managerial position supervising multiple fire officers, paramedics, firefighters, EMTs and Surf & Beach Rescue personnel. Performs and manages all aspects of medical care to the sick and injured, firefighting, fire prevention, hazardous materials incidents, public relations, basic preventative maintenance of apparatus, equipment and stations. Works under the immediate supervision of both the Assistant Chief – Operations and Assistant Chief – Chief Medical Officer; however, considerable independent judgment and initiative are exercised in carrying out the daily operations. Position is limited to 24-hours of overtime per month. All overtime must be approved by the Chief of Emergency Services or Deputy Chief. Failure to obtain permission for unscheduled overtime will result in immediate discipline. Overtime resulting from an emergency call that overlaps shift change will not require preapproval but will be subtracted from 24-hour allotment.

 

 

Training Captain

 

This is responsible and technical work in the development and administration of employee programs and training to providers affiliated with the Bay County Emergency Services (BCES) System. This position is responsible for coordinating education programs and professional development for all staff (including trainees, employees, and volunteers), and for assuring compliance with Florida Firefighter Minimum Standards guidelines and Florida Department of Health Standards. This position reports to the Deputy Chief of Emergency Services and will be evaluated through meetings, observations, and feedback from citizens and staff. Considerable independent judgment and initiative is exercised in carrying out the daily requirements of the job.

Captain

This is a skilled and technical position supervising fire officer level classification whithin the firefighinig and emergency medical series. Firefighters within this class supervise multiple fire companies assigned to single fire stations that engage directly in all aspects of firefighting, fire prevention, hazardous materials handling functions, provision advanced life support services, the operation and maintenance of fire and rescue apparatus and equipment. Works under the immediate supervision of a Battalion Chief; however, consdierable independent judgement and initiative are exercised in carrying out the daily operations.

MINIMUM QUALIFICATIONS:

• Associates degree from an accredited college or university in fire science, emergency medical

services, business administration or related field (Bachelor's degree preferred); AND

• Two (2) years’ experience at the rank of Captain or equivalent, four (4) years’ experience as Lieutenant or equivalent, or ten (10) years prior career firefighting and/or emergency medical services experience including four (4) years managing subordinate personnel; AND

• Must meet and maintain the requirements for career Firefighter II and Paramedic (PMD) as defined in Florida Statutes and the requirements of NFPA 1582 “Standard on Comprehensive Occupational Medical Program for Fire Departments.“

• A comparable amount of training and/or experience may be substituted for the minimum qualifications.

 

LICENSES AND/OR CERTIFICATIONS

• Possession of or obtain and maintain a valid State of Florida driver's license and driving record acceptable to the county driving policy and insurance program.

• Florida Paramedic Certificate (May be grandfathered if appointed prior to Jan 2024, must maintain active certificate once obtained)

• Possession of Florida career Firefighter II standards.

• Possession of Fire Officer I Certification Required; Fire Officer II Certification highly desired.

• Possession of HAZMAT Operations and Awareness Certification.

 

 

Captain

 

MINIMUM QUALIFICATION REQUIREMENTS:

• Associates’ degree from an accredited college or university with coursework in Emergency Medical, Fire Science, or related field; AND

• Two (2) years’ experience at the rank of Lieutenant or Captain, which includes four (4) years’ experience in the Fire and EMS field of which two (2) years must be at the Paramedic II level; AND.

• Must meet and maintain the requirements for a career Firefighter II and Paramedic as defined in Florida Statutes and the requirements of NFPA 1582 “Standard on Comprehensive Occupational Medical Program for Fire Departments“.

 

LICENSES AND/OR CERTIFICATIONS:

• Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.

• Florida State Fire College Fire Officer I (Personnel accepting this position must obtain within twelve (12) months of promotion and maintain all instructor certifications while holding the position).

• Fire Instructor I preferred.

• NAEMSE Instructor Level I (40 hour) or equivalent preferred.

• Obtain and maintain the following National Incident Management Systems certifications (ICS100, ICS200,ICS300, ICS400, ICS700, ICS800).

• Must maintain continuous AHA Basic Life Support (BLS) Certification, AHA Advanced Cardiac Life Support

(ACLS) Certification, Pediatric Advanced Life Support (PALS) Certification, and Pre-Hospital Trauma Life

Support (PHTLS) Certification.

• Certification through a standard Emergency Vehicle Operations Course (EVOC, EVOS, VFIS), or similar

standard as approved by the Chief of Emergency Services.

• Instructor certifications in AHA BLS, AHA ACLS, AHA PALS, PHTLS, AMLS, and VFIS are preferred. The

position requires instructor certification in all of the above disciplines. Personnel accepting this position

must obtain within six (6) months of promotion and maintain all instructor certifications while holding the

position.
